Notice of Race

Please click on the C National Regatta Menu, Regatta Registration, Registration to navigate online registration anytime, through the Okoboji Yacht Club website, www.oycia.org. You will be able to register and pay for the event with a credit card on the website.

 

Venue:                            Okoboji Yacht Club

                                             1900 South Manhattan Blvd.

                                             Milford (Wahpeton), IA 51351

                                            

Eligibility: The regatta is open to Class C Scows. Helms-persons MUST be Regular Members of the NCSSA. You can become a member by completing and submitting the NCSSA registration form and fee via the NCSSA website (www.cscow.org) or on the OYC C Nationals Regatta Menu, NCSSA Dues.

 

Registration: Your regatta fee includes launching your boats, light breakfast items, and 2 lunches each day for skipper and crew. Extra lunches are available for 3rd crew, spectators and non-sailors and must be reserved and purchased in advance as part of registration. The FLEET PARTY AND DINNER was just donated to us by PapaHog P-51 and must be reserved as part of registration so we know the food count.Limited tickets will be available at the door.

 

FEES:                       $170 if paid or postmarked now through May 31st.

                               $200 June 1st through registration

Junior skippers age 25 and under as of June 16th will have their entry fee waived and must be NCSSA members.

 

Social:        

Thursday: Free beer (sponsored by the OYC C fleet) at OYC downstairs bar during registration and launching.

                              Grill available on site for Sailors.

 

Friday: Lunch will be a Potato Bar/Salad Bar and something sweet.

 

Friday Evening: Fleet Party and Dinner held at OYC clubhouse. Dinner is now FREE thanks to a donation by P-51 Steve Avery, PAPAHOG, with limited tickets available at the door. Please sign up during registration so we know the food count.

 

Bar will be open at 6:00 PM.

Dinner could be anywhere between 6:30 and 8:30, depending on sailing. 

 

Saturday: Lunch will be a Pasta Bar/Salad Bar and something sweet.

Saturday Evening: Bar is open after the races. You’re on your own for dinner.

 

Sunday: After the races, free beer and Bloody Mary Bar to celebrate Father’s Day.

Take-and-Go lunch packed full.

Mooring: Boat mooring will be available within Little Miller’s Bay, just west of the club. Please bring a sufficient size anchor as well as 15-20 inches of line and a buoy for a seaweed and silt bottom in this bay. Shuttle boats will be available for taxi service.

 

Trailer Parking: After launching your boat please follow signage to designated area for empty trailer parking.

 

Rules: The sailing instructions will consist of the instructions in RRS Appendix S, Standard Sailing Instructions, and supplementary sailing instructions that will be published and be posted on the official notice board located at the club. Racing rules 30.1, 33, 35, 41, 44.1, 61.1 (a), 62.1 (a), A2.1, A4.2 and A11 will be changed. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules.

 

Racing Area: The racing will be the water of Lake Okoboji.

Courses to be sailed are all windward leeward courses as shown in the Standard Sailing Instructions Appendix S.

 

Radio Communication: Flags will be the primary means of communication on the water however the RC will attempt to make VHF radio contact regarding OCSS, weather issues, safety concerns, and other actions of the RC where clarification might be helpful to the sailors. The competitor channel to be used will be posted.

 

3rd Crew Boats: If possible, let us know ahead of time at registration if your third crew will want a ride on a boat. Thirty minutes before the warning gun, OYC Harbormaster will assist 3rd crew in finding a boat to get to the racing area. Meet at the OYC club dock at least 30 minutes before races start.

Mobile Test Alert: We will send messages on-the-go from our mobile phone to let you know about racing/regatta changes. Let us know at registration if you want to be part of Mobile Text Alerts.

Trophies:
The following is the tentative schedule of race designations:

  • Okoboji Yacht Club Trophy – 1st Race
  • President David G. Bohl Trophy – 2nd Race
  • Melges Trophy – 3rd Race
  • Long Lake Yacht Club – 4th Race
  • Emma Rosenheimer Memorial Trophy – 5th Race
  • Cedar Lake Yacht Club Doc Dudley Trophy – 6th Race

Race numbers and their associated trophies will be assigned by mutual consent of the PRO and the Fleet representative.

 

Trophies will be awarded to the skipper and crew finishing 1st thru 10th, the top Master, top Junior and top Female Skippers.

 

Media: Competitors give absolute right and permission for video footage or photographs of themselves or their boat generated during an MCSA event to be published in any media for press, editorial or advertising purposes.

SAILING INSTRUCTIONS

 

The sailing instructions will consist of the instructions in RRS Appendix S, Standard Sailing Instructions, and supplementary sailing instructions that will be on the official notice board located at the club.

 

1. The schedule is as follows:

Competitors briefing: Friday, June 16th approximately 8:30 at Regatta Headquarters & on VHF radio.   

Warning signal for the first race: Friday, June 16th, 2017, 10:00 hours. 

The time of warning signals for subsequent races will be posted except when races are sailed back-to-back.  

Six (6) races are scheduled of which no more than three shall be sailed on any one day.  

On the last day of the regatta if three races have been completed no warning signal will be made after 12:00 hours.  If three races have not been completed this time limit is extended to 15:00 hours.

 

2. Notices to competitors will be posted on the Official Notice Board located at Regatta Headquarters. Channel 72 is the competitor’s channel. Signals made ashore will be displayed at a docked signal boat.  

 

3. Marks:

3.1 Original marks and change marks will be identified at the competitors briefing.

3.2 After the start, minor adjustments in a mark’s location will not be signaled.  This changes RRS 33.

 

4. Time limit: 90 minutes.  Boats still racing 30 minutes after the first boat sails the course and finishes will be scored TLE (Time Limit Expired), the position of the last boat that complies with RRS 28 to finish plus 2.  This changes RRS 35, A4.2, and A11.  

 

5. The starting line will be:

5.1 Between a staff displaying an orange flag on an RC boat at the starboard end and the port end starting mark, or

5.2 Between staffs displaying orange flags on two RC Boats, or

5.3 From a staff displaying an orange flag on an RC boat at the starboard end, to a staff displaying an orange flag on an RC boat in the approximate center of the start line, and thence to a staff displaying an orange flag on an RC boat at the port end. 

5.4 If a mid-line boat is in place in accordance with SI 5.3, yachts subject to the I Flag rule may return to the pre-start side of the line around the mid-line boat, leaving it to port as if it were the port end of the starting line before starting.  This changes RRS 30.1 

5.5 A boat that has not started before 5 minutes after her starting signal shall be scored DNS.

 

6. Recalls: Following the display of the Individual Recall signal, the RC will attempt to announce by VHF radio the sail numbers of all boats identified on the course side of the starting line at the start signal and boats that must comply with Rule 30.1.  Such announcements are a courtesy and failure by the RC to make the announcement, or of boats to hear and/or understand it, shall not constitute grounds for redress.  This changes RRS 62.1(a).

 

7. The finish line:

7.1 will be between a staff displaying an orange flag on a race committee boat and on the course side of a nearby mark, or between staffs displaying orange flags on two race committee boats.  

7.2 Flag A displayed, with no sound, while boats are finishing indicates “no more racing today”.  

7.3 Flag H displayed, with no sound, while boats are finishing indicates “racing will continue after a break either on shore or on the water”.

7.4 If no flag is flying it may be assumed that another race will follow immediately.

7.5 A boat that retires from a race is requested to notify a RC boat before leaving the racing area, or, if that is not possible, notify a regatta official at Regatta Headquarters immediately upon arrival on shore

 

8. Scoring:  RRS A2.1 is changed so that each boat's total score will be the sum of her scores for all races unless six races are completed. If six races are completed, each boat shall discard her worst score, except when prohibited under RRS 90.3(b).   Three races must be completed to constitute a regatta.  

 

9. Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

 

10. RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

11. The crew of a capsized boat or a crew member overboard shall be considered "in danger", and thus eligible to continue racing without penalty after receiving assistance. This changes RRS 41.

12. A boat intending to protest about an incident that occurs in the racing area shall notify the RC finish boat of her intention, including the sail number of the boat (s) being protested. This changes RRS 61.1 (a)
